How can citizens create new social institutions for the collective governance of data for the common good?

SalusCoop is the first health data cooperative in Spain. It allows citizens to take a more personalized role in controlling their health data by enabling them to aggregate data, set the conditions under which it can be used, and share it to accelerate research and address urban health issues.

The aim of this model is to legitimise citizens' ownership of the data, so as to enable them to exert greater control over the fate of their records, and facilitate data sharing to accelerate research and innovation in the field of health. The initiative brings together research and analysis to combine the ideas of key stakeholders in the health sector and the health data ecosystem, and is based on three key aspects:

  • The governance and relationships framework

  • The technological framework

  • The legal framework
