How can systemic analysis and causal loop diagrams foster collaboration in the open data ecosystem in Catalonia?

To support the initial stages of the Catalunya País de Dades project, the research presented in this document provides the Secretary of Open Government of Catalonia with a systemic mapping of the Catalan open data ecosystem as it currently stands. Due to the systemic approach adopted to capture the complexity
of this ecosystem, this study illustrates the diversity of roles and the dynamics that help lay the foundations for enabling sustainable generation, integration, provision, and use of open data from a variety of public, private, civic, and academic individuals and organizations.

From this perspective, this research develops:

1. Systemic analysis: the main contribution of this study. The analysis includes the organization of the identified functions and their respective dynamics into a global systemic model.

2. An interactive document that shows use cases where structured information is provided about open data reuse projects.

3. An interactive document that includes examples of actors in Catalonia who fulfil the analysed roles, along with the database of actors identified collectively throughout the duration of this research.

4. The causal loop diagram, resulting from the integration of all the key roles and dynamics encountered in this study and their consolidation into a diagram.

  • Drafting the report and researching the open data ecosystem in Catalonia.

  • Identifying and thoroughly establishing the key roles in open data ecosystems based on primary (interviews and focus groups) and secondary data sources.

  • Exploring and identifying the relevant dynamics enabled by these roles.

  • Identifying examples of actors and success cases in Catalonia that exercise the established roles.
